If you drive in New Zealand, the way you pay for roads is about to change.
Whatโs changing?
The government has introduced the Land Transport (Revenue) Amendment Bill, setting up the move from petrol taxes to a universal Road User Charges (RUC) system.
- Petrol cars currently pay fuel excise at the pump; diesels, EVs, and trucks already pay RUC by distance.
- Over the next few years, all vehicles (petrol, diesel, hybrid, EV) will move into one distance-based, electronic RUC system.
- Youโll soon be able to manage RUC digitally โ no more paper labels.
- Expect flexible payment models like subscriptions or post-pay options.
- Businesses can choose private platforms like RUCSmart to manage their RUC automatically.
Why It Matters to Everyday Kiwis
For most of us, this means a fairer, more transparent system โ youโll pay for the distance you actually drive, not a flat tax at the pump. But it also means youโll need to stay on top of your RUC records.
- If you drive petrol now, expect to join the RUC system by around 2027.
- Diesel, EV, and PHEV drivers โ your current RUC setup will merge seamlessly into the new system.
- Small businesses can reduce admin and avoid fines by using RUC management tools.
